Car insurance

Assalamu Alaykum

I would like to know if the state required insurance on the market is higher price ($800-$1000/six months) than higher benefit insurance ($600/six months), is it permissible to buy the cheaper, higher benefit insurance? Most of the companies are not agreeing to sell the state-required minimum insurance, they have their own benefit packages. This is not the collision or comprehensive coverage.

In principle, the permissibility of auto insurance is based on necessity. Thus, the cheapest  insurance (which is regularly available) to fulfill that necessity should be adopted even if it has more benefits than the more expensive insurance.
