The answers to your questions may be found below:

1) In principle, the Shari’ah does not permit cosmetic surgery for the purpose of beautification. However, the Shari’ah has permitted adopting appropriate measures for the removal of defects. It is mentioned in a hadith that a companion’s nose was severely damaged and the Messenger of Allah (may Allah Ta’ala bless him and give him peace) permitted him to reconstruct it using gold (despite the fact gold is generally impermissible for men). (Tirmizi)

Based on the aforementioned hadith, the jurists have deducted the principle that one may even surgically repair certain body parts for the sake of removing a defect. Thus, it would be permitted to get breast implants made artificially in the aforementioned scenario.

2) In principle, any item which may be used in a permissible manner is permissible to buy and sell. The Prophet (may Allah Ta’ala bless him and give him peace) has prohibited the use of wigs made from human hair. Thus, selling such wigs would not be permissible. However, it would be permissible to sell wigs made by synthetic hair as they are permissible to use in certain scenarios. Nonetheless, it would still be best to avoid selling synthetic wigs as a means of livelihood.
